Georgia Senate passes school takeover measure

The Georgia Senate Thursday approved a constitutional amendment asking voters whether the state should be authorized to take over chronically failing public schools. Voting 38-15 strictly along party lines, the Senate's Republican majority passed GOP Gov. Nathan Deal's signature education legislation of the 2015 General Assembly session.
